For America, there was a few possibilities for why it was hard to come together. I don't know how specific you need your answers but here is a few off the top of my head.
- Loyalists still wanted to stay with Britain (division)
- Communication (all they had was 'snail mail' back then, remember)
- They had to make a whole army, new government, etc. That was quite a bit to do.
