make the two equation equal each other
3x+8y=17                            -2x+9y=3
3x=-8y+17                           -2x=-9y+3
x=(-8y+17)/3                          x= (-9y+3)/-2
          (-8y+17)/3 =x= (-9y+3)/-2
        cross multiply  and solve y=1


3x-8y=17                       -2x+9y=3
-8y=-3x+17                     9y=2x+3
y=(-3x+17)/-8                   y=(2x+3)/9
       (-3x+17)/-8=y=(2x+3)/9
                 x=3
