Once the war was over, the Taliban kept the weapons, totally not monitored, and with the rise of the Islamic terrorist organizations they easily became extremists.
With Afghanistan in chaos, the Taliban used their weapons and local power in order to take control of one part of the country. While they were controlling only one part of Afghanistan, they used their power and new recruits to act across the whole country, and even across the border. Their actions were mostly through committing terrorist attacks, often with bombers, with the result of it being even bigger chaos and thousands of dead people.
