The fact that he thought, Asian-sounding name, is stereotypical on its own, but taking in this entire situation, this is not racial stereotyping. It's also not racial inequality, since Ty isn't saying that Asians are asian people are lesser than another group. Institutional racism occurs when schools, governments, etc etc that seem race neutral are actually disadvantage racially marginalized groups and privilege whites.
