Policy should not focus solely on what should be done but what can be done in a given amount of time under a given budget with a structured team of contributors. Outdated policies are the failed should s of the past and need to be restructured into the cans of the current administration . This is accomplished by retaining the spirit if the desires of the population and remaking the goal structure of practical policy to change the outcome to a reasonable synthesis of public will and potential accomplishment.
