The U.S. Constitution uses federalism to divide governmental powers between the federal government and the individual state governments. The Tenth Amendment tells us that all powers not granted to the federal government are reserved to the states.

So therefore what it is saying is, you are free to do whatever you please. but it comes with a price, breaking the law. it’s the fine line that divides the government and the citizens. rules. laws. fines. The congress is here to keep us safe. Laws are made constantly because of irresponsible citizens. example. seatbelts. sure you don’t have to wear your seat belt. you get and a crash. hit other cars. you survive which equals a big fine on your part that you have to pay.
