The amendment allows the Congress to levy an income tax without apportioning it among the states or basing it on the United States Census.
It means that the federal government now has the right to put the income tax within the budget according to their will without the approval of states.
At first, this was created to collect fund for wars, nowdays the income tax mostly used fowelfarees and other government programs

The sixteenth amendment was an important implementation in the United States’ constitution that approved the “state government” to ‘imply’ and ‘collect’ taxes for the people of the State. The tax charged by the “central government” is to be spent on building roads, construction of bridges,  military, and carried out several constitutional duties.
