That is the order I would base my argumentative papers. First you state your CLAIM , then the REASON for said claim , provide Evidence to back up your claims and reasoning, a COUNTER claim and opposing party might make , a REBUTTAL to the counter claim , and finally a SUMMARY STATEMENT.
