If I use a plastic comb and run it "vigorously" through my hair, then hold it next to small torn pieces of tissue paper then paper will get attach to the comb.

Static electricity is a kind of electricity which will observe when transfer of charged particles is observed from one object to another object.
If we use a plastic comb and run it vigorously through our hairs then static electricity is generated due to the transfer of electrons from the atoms present in the hairs towards the plastic comb as a result of which negative charge is bear by the comb and positive charge is bear by the hairs. Then when we hold this comb near a tissue paper then it produces induced charge and show attraction towards the tissue paper.
Hence, when we hold a combed plastic comb near tissue papers then paper will get attach to the comb.
