i believe not, though i'm not american myself. but as the definition in oxford goes: "the ideal by which equality of opportunity is available to any American, allowing the highest aspirations and goals to be achieved." this idea can be applied to other countries like mines too.
the answer is straight up no. life is not fair, people do not have equal access. there are classes and "groupings" that the world makes for people, and that effects opportunities, freedom and their life too. the bottom line is since everyone's life is not on equal standing, it is not possible at all for people to achieve this.
