It would be A.

The French use the 24 hour clock.

For example:

Military Time: 12:00, 1:00, 2:00... 11:00, 12:00, 1:00...

24 hour clock: 12:00, 1:00, 2:00... 11:00, 12:00, 13:00...

So basically they say each hour as it comes, as to not be confused.

So therefore it would be A.
