Governor James C) Hogg set up the Texas State Railroad Commission to oversee the railroads in Texas.

Hogg accomplished this as the 20th Governor of Texas in 1891, a year after he won the state elections. The legislation passed that created the Texas State Railroad Commission became the first regulatory agency ever made in the state. It was created to regulate operations of railroads, terminals, wharves, and express companies as an attempt to eliminate discrimination and extortion by corporations.
