One of the biggest differences between Woodrow Wilson and William Howard Taft (the Progressive president before him) were tariffs. Wilson advocated for lower tariffs (taxes on imported goods) while Taft was in favor of higher tariffs in order to protect American businesses.
Wilson was also different than Teddy Roosevelt (the Progressive president before Taft). These two disagreed on the correct way to handle trusts. Wilson wanted to break up all trusts as he felt they would ruin the American economy and competition among businesses. Roosevelt was only in favor of breaking up bad trusts, ones that acted like monopolies.
