Gulag is actually a Russian acronym for Chief Administration of Corrective Labour Camps which was first developed by Vladimir Lenin. The gulags were a vast network of detention centres and forced labour prisons located within the former Soviet Union. members who failed to show up to protect Kirov, sent to the Gulag.
